Managing maritime security is a challenging endeavor, which is no longer the sole prerogative of navies but also of the non-military agencies now involved. Preventing, detecting and responding to incidents require the cooperation of all maritime security stakeholders. Therefore, a successful strategy should aim to foster mutual support between all the institutional players and the private sector in order to allow for joint contingency planning, risk management, conflict prevention, crisis response and crisis management.
